Since 2006, distinct calls for projects had been managed by Catalonia, Languedoc-Roussillon, Midi-Pyrénées and the Balearic Islands. However, there were a certain number of organizational and coordination problems between different partner structures. To achieve better territorial cohesion, the Pyrénées-Méditerranée Euroregion decided to foster the structural development of Euroregional, cooperative cultural ventures in the territory by creating a common call for projects overseen by the GECT Pyrénées-Méditerranée.

Within this framework, the Euroregion members seek to valorize and promote the cultural diversity of the territories and their young citizens, creating a benchmark cultural hub for artistic creation while preserving the common natural, historical, and cultural heritage, and fostering sustainable tourism development.
